@13:20+ Ralph Ganis speaking
<begin quote>
The capability itself the executive action capability [assassinations] itself I equate in the book to the use of atomic weapons you know it the only way to launch this capability would have been by Executive Order, by the President or you know the uh national command authority the Secretary of Defense that level it was the President national command authority level capability.
<end quote>
from
Abe Greenbaum aka Tracy Barnes and Chief (Director of Central Intelligence) Richard Helms speaking, per Richard Case Nagell
<begin quote>
"Don't know, Chief," he mutters, "Ozzie seems like good man for penetration of target." Chief stands and yawns, grins slyly.. "Well, just the same you'd better contact Tidbit and have him execute alternate... plan." Abe stares at Chief with knowing-look. "Right, Chief, I'll get on it...first thing Monday morning."
<end quote>
from Nagell's 10-8-1967 letter
This happened in the wee hours of 11-21-63 so the mention of "I'll get on it first thing Monday morning" seems inconsistent as the "alternate...plan" occurred 11-22-63. Perhaps Nagell wrote it this way to throw off those who may be screening his mail.
